Outside of Seattle, the Puget Sound area (thinking of places like Everett, Bremerton, Tacoma) had a lot working-class Democratic voters (New Dealers) at the time, and Humphrey did well among them.
Not sure I buy the Wallace theory... He did well in some Eastern Washington counties that had recently been lean/strong Democratic, like Ferry and Franklin, and if anything probably threw a number of counties to Nixon.
