He's the loser face the GOP wanted. He was only picked (by the GOP) because he's already been smeared and accepted by the public, as weak and loserly Why would any of them vote against him?

Hagel was not hand picked by the GOP specifically for eau de failure. He performed poorly at his confirmation hearings but most people have still never heard of him. I expect very few Republicans to vote for him.
