You are presuming it is accidental, rather than deliberate.

He's already an abusive but strangely charismatic sociopath and cult leader who uses Nazi iconography and orders horrible crimes. Why wouldn't starting a race war in order to profit from the chaos be next on his agenda?

Accident or not this is definitely inexcusable behavior.

The more votes than people thing is totally wrong, as I'm sure literally everyone here is aware. Detroit has 672,000 people — only 256,000 ballots were cast. It is time that Twitter starts properly fact checking these tweets and hiding blatant misinformation from public view.

I think it is also time that someone in the Trump admin takes away the President's access to his Twitter account.  It is obvious at this point this guy isn't playing with a full deck.
