When you consider that the Bechtel and most of Halliburton's contracts are ended or coming to an end, there isn't much to oversee, right?  Tongue

If that's all there is to it, why was it stuck in at the last minute such that many of those voting on it didn't even know it was there?

My guess - because Duncan Hunter is going to need a ton of money to run for President over the next 2 year period, and this was part of the terms and conditions for getting that money.
