This is a perfect representation of the double-edged sword that is pure textualism & the belief that the law can just be applied as if it were a computer program. This decision utterly lacks common sense, & the obvious solution would've been to just rule that the obvious intent behind the provision at hand was to require an equal proportion of signatures from each congressional district, the explicit requirement for 5 congressional districts - the existence of which isn't even for MS to decide - notwithstanding.
