WaPo says that it was OKC, which is the 25th largest city in the U.S.

The problem with the assumption is that there are many rural Precincts WaPo included in the counting of OKC. The result is closer than the WaPo say.

Well, yes, they count the rural precincts because those rural precincts are part of OKC. That's how city limits tend to work, after all. Their not being within the core of OKC's Oklahoma County area doesn't negate their existence as a part of OKC.
