I mean, if other politicians didn't start focusing on the next election & stop making as much of an effort to help the president fulfill earlier campaign promises around the halfway mark of a presidential term, then perhaps you'd see presidents whose ruling parties kept the presidency after their terms (Roh Tae-woo, Kim Dae-jung, & Lee Myung-bak) manage to get re-elected, but with the (obvious) exception of Moon (who's yet to hit the halfway mark of his term), every single democratically elected president since the end of military rule has ended their presidencies with approvals in the 20s or even lower (as with Park, who had an approval rating of just 4% in the lead up to her impeachment), & Moon, whose approval currently stands at 45% after beginning his presidency with 81% & remaining above 70% until last July, isn't exactly on track to be the exception either.
