Democratic: Kamala Harris, Gavin Newsom, Stacey Abrams, Pete Buttigieg, Seth Moulton, John Bel Edwards, Keith Ellison
Republican: Nikki Haley, Marco Rubio, Mia Love, Elise Stefanik, George P. Bush, Eric Greitens, Jeff Flake, Ben Sasse

Flake literally gave up his seat because he knew he was too unpopular with republicans to survive a primary despite having big money behind him. America is sick of Bushes. Rubio will likely remain important but never fulfill his presidential ambitions. I'd also add that Nikki Haley and Mia Love are overrated and mainly talked about because they're nonwhite women. Both were #NeverTrump (as was Sasse), in Love's case, even in the last weeks of the GE. That may go over well with Mormons, but it doesn't with most republicans. Stefanik is the only one on that list that I'd call a rising star, especially as the GOP looks to the northeast to make up for loses in the sunbelt.

When I think rising GOP star, Tom Cotton is the first name that comes to mind. Hopefully more will emerge over the next few cycles.
