No, he'll run for reelection. It would be nice if Earl Ray Tomblin ran against Captio, though.
This. Tomblin could go well and not put someone young and upcoming (Boothe?) out of a job.

Does anyone know why Justice changed from being a Republican to a Democrat in 2014, just as his state was becoming more solidly Republican?  Was it perhaps because he didn't think he could get the Republican gubernatorial nomination over Cole?

He must be the most conservative Democratic governor in the nation, even more conservative than John Bell Edwards, I believe.
WV is a semi-closed primary state. He probably believed he couldn't beat Cole in the GOP primary. Independents can vote in primaries. WV has several conservative registered Democrats. He is more conservative than John Bel Edwards. Justice even refused to endorse Hillary Clinton.
