This is, in essence, what we already have.
I support it because we should have DAers and Feds and Greens in the Parliement and with the current system of 6 seats, we will get a Fed and a Green and a DAer and then 3 Laborers if the opposition is lucky. We should reward people who run, even if they aren't Labor, because they ran instead of the generic zombie voter.
If there are 4 seats or less in Parliement, I support electing all of the members who run.
...which would result in an extremely bloated Parliament where even lackluster candidates with little political support in the region can run and win. Uncapping Parliament as you propose is a pure partisan power-grab for the Fremont opposition, and there is no legitimate reason to increase the caps currently in place.
