The last 3 of this group will be promoted.

TR and Truman clearly deserve to last a bit longer.

I vote to eliminate Kennedy.

Militarily speaking, his role was a bit lower than Bush Sr., whatever the personal heroism (which was more "civilian", like in the case of Ford)
(of course, all this reasoning can be put down as easily as I build it Tongue, but, well, we have to pick one and it's especially difficult among these 4 names)
(there is another funny thing: Bush was only a lieutenant in RL and we are about to promote him to his first star Wink)
