In IL one problem was that DC relied on PVI-like numbers to build their Congressional map. The IL legislative map made no such error and stuck to 2006 and 2010 data to avoid any skew from Obama at the top of the ticket in 2008. The legislative gerrymander will be quite successful for the Dems despite horrid approval ratings for their Gov.
