Constitutional Convention Resolution:

Pursuant to Article VII, Section 4 of the Southern Constitution, this chamber considers it desirable to comprehensively improve this constitution, and we ask the governor to call a Constitutional Convention.

Per the aforementioned article, this resolution shall not be considered operative without the assent of four-fifths of the chamber.

I am of the belief that our Constitution could be improved in a number of areas. Subregions ought to be formally incorporated into our constitution, the amendment and petition process could use some clarification, and I believe certain facets of our bill of rights, such as the right to privacy, could use review.

Rather than attempt to accomplish this through a series of amendments, I think it would be most time efficient and conductive to clarity and future ease of reading to call a Constitutional Convention and let the chamber and Southern people vote on a new constitution, hopefully in time for the next election. Based on my conversations with constituents, I believe that sufficient popular support for this measure exists.

While it is the governor's prerogative who the three members in charge of drafting a replacement Constitution are, I recommend that myself, Tim Turner, and a non-legislator citizen be appointed so varied perspectives can be considered.

I intend to motion for a vote rather quickly on this, since there will be opportunities to critique a draft constitution when we have a draft for that produced.
