It's arbitrary, to a degree—I looked at the margin in each state and then based the map off the results of IRL elections decided by similar margins in that state (so, CA is based on Reagan's win in '84; IN on Donnelly's narrow victory over Murdock in '12, etc).

Nice, that's pretty cool!
