I believe Omar used those words as a ham handed way of expressing that as far as Muslims as individuals, the content of the act was irrelevant in making determinations about their personal guilt, since they had nothing to do with it.
That being said, this IS a powerful ad, and a disinterested observer who wrongly inferred what the ad is implying might reasonably be upset. It's effective because is no name calling against Omar, just juxtapositions of footage. And the Democrats fantasizing about violence against the congresswoman and her family because she was caught in a political gaffe are offputting.
It's really concerning just how much one person's life is more important to some Dems than the lives lost that day.
