His past employment as a LTG and NSA during GWOT and his delay for cash during OIR certainly do apply here, declared war or not, GWOT and OIR can be construed as a public danger and an ongoing op (which it is). He will be the first to burn, I fully expect Manafort and Page, possibly Kushner to burn first before we get to Trump.

This relates to the requirement for a grand jury for capital crimes, not the right against self-incrimination.
