Mexico announces intention of hosting first world cup football in 1904

More nations worldwide will be invited to participate in what will be known as the World Cup of Football. The North American partners, where the sport initially first appeared, will naturally be invited to the tournament. However, Mexico also plans to extend invitations to nations across the entire world, creating a tournament with sixteen participating nations. These nations will compete to become the first world champions in the sport, and King Luis II will travel across the world to invite nations to join the competition.

King Luis II further announced increased investments to enhance football accommodations in various Mexican schools. The goal is to encourage young people to start playing the sport from a young age. Through these efforts and by aiming for positive results at home, King Luis II hopes to foster national unity and pride while bringing cheer and joy to the American continent. The King has also appealed to the New England Confederation to participate this year in the North American Cup, and in a recent friendly arrangement with the Colombian Holy Republic, it was determined that there will be a yearly tournament between the two nations. The King hopes this arrangement will boost the overall performance of the national football team in preparation for the 1904 cup.

On Russia:

On the call warning about the dangers of new weaponry:

King Luis II applauds Queen Wilhelmina's call to organize an international conference on the dangers of new weaponry. He adds that the working class tends to be the victims of bloody warfare and intends to send a delegation to Trois Rivières to attend the conference.

On the recognition of Queen Wilhelmina and the Succession Crisis

King Luis II recognizes Queen Wilhelmina as the sole claimant and rightful owner of the throne of Quebec. He voices concern about Louisiana's attempts to destabilize their neighbors, stating that while facing inner turmoil, Louisiana is ignoring issues at home. The King suggests that leaders should focus on addressing the problems their people are facing domestically before commenting on how others should lead their countries. The King also applauds the Empress for being a symbol of women's enfranchisement and hereby formally offers her excellency a visit to the Mexican capital. On Qajar Iran:

The King is disappointed and insulted by the Qajari attempt to meddle in affairs on the American continent in a non-peaceful approach, calling the Shah a diplomatic joke. Historically, Mexicans had good relations with the Qajaris, but they have no right to interfere in a succession crisis that is literally on the opposite side of their country's location. The King will respond by withdrawing the Mexican diplomatic delegations in Iran and expelling the Qajari delegation within Mexico.

Request to the Commonwealth of Louisiana

King Luis II demands the immediate extradition of the Augustinian terrorists to the Kingdom of Mexico. The sole purpose of the Augustinians was to destabilize the Mexican heartland and threaten the lives of the common working class Mexicans, solely representing foreign interests. The King labeled them as un-Mexican in nature, describing them as terrorists funded by the Louisianan realm. It is essential for the Commonwealth, if it seeks a path of peace, that these wrongdoers be returned to Mexico to face trial for their deeds. If the request is denied, the King will feel compelled to take action. Demanding justice is natural, and it is what the Mexican people want and deserve.

The King also regrets Louisianan actions during the Border War. He reiterates his intention to commit to peace and stability, emphasizing the need for diplomatic approaches from both sides for these efforts to be successful.

King Luis II on the Hispanophonic community globally.

Given our intelligence services indicating that tensions are escalating globally, particularly in Spanish-speaking parts of the world, with the looming destruction of the Chilean, Quechua, and Mapuche populations and repression against the Spanish-speaking population in Cuba, California, and Central America, the king finds it necessary to take measures to ensure the safety of these citizens. We cannot allow countries with Spanish-speaking populations to express aggressive language towards other Spanish-speaking nations. For these reasons, the king has entered into defensive pacts with the Holy Republic of Colombia and the Holy Union of Spain. This is to prevent potential bloodshed and to stop Spanish-speaking citizens from becoming targets of aggressive military operations directed against them.

For this reason, the king wants to recognize and defend the independence of both the Santiago Regency and the Mapuche Free State. The king proposes, among other things, to suggest a monarch to these new nations to improve their diplomatic situation and provide legitimacy so that these new countries can be protected against aggressive acts by third parties. The king also proposes that these countries adopt a similar constitution to that of Mexico, one that ensures improved living conditions and guarantees labor rights. The rights of native populations and women should also be protected, of course.

The king aims to be the ultimate protector of the Spanish-speaking world and appeals to these people worldwide to support him in this quest. The king will not allow violence and acts of war to be directed against them. We must unite; only then can we prevent foreign aggression.

On the Shah

The Mexican King commends the actions of the Shah and undoes the actions announced before, apologizing for the diplomatic incident. Mexican diplomats within the territory of Qajar Iran will remain doing what they were doing, while the Qajari diplomats no longer are expelled, and are welcome to stay here.

On the terrorist football team in Louisiana

King Luis II is displeased with the announcement that the Louisianan Commonwealth intends to allow a football team composed of terrorists to participate in its domestic cup. While I cannot intervene in the domestic affairs of Louisiana, I must speak out against the prince-emperor assembling a team of traitors and terrorists for our nation. This is an issue I cannot overlook, and it may lead to dire consequences. Both of our nations have recently experienced conflict during the border war, and this decision could potentially return us to a challenging crossroads. I reiterate our desire for the extradition of those individuals if it is the goal of the prince-emperor to maintain peace.

On the world cup

The King announces and confirms the participation of the Holy Republic of Colombia, Qajar Iran, the Kingdom of Naples and the Holy Union of Spain to the 1904 world cup. They'll join the Kingdom of Mexico and the North American national teams which automatically were already invited but have yet to confirm participation.

Panama Canal Blockade

Following recent threats and refusals to comply with Mexican demands, the Mexican king has decided, in agreement with the owners of the Panama Canal, to enforce a blockade. Several Mexican ships will guard both entrances of the Panama Canal, and Louisiana ships will not be allowed to enter. If they approach too close to either entrance, fire will be opened.

The Kingdom does not believe Louisiana has the right to make use of a canal it hasn't built or taken part in, insisting on using the original route across the Magellan Strait if it wishes to enter either the Atlantic or Pacific Ocean.

The blockade will only be lifted when the King of the Louisianan Commonwealth accedes to the Mexican King's demands to extradite the remaining Augustine terrorists. The Mexican King sees this action as necessary after the provocation of the formation of a football team of terrorists.

Establishment of the Shadows of the Sea

The Mexican government hereby announces the creation of the Shadows of the Sea, an autonomous naval force under the Kingdom of Mexico tasked with safeguarding the Kingdom. The Shadows of the Sea shall operate under the command of the appointed Admiral, known as the Grand Admiral.

The Shadows of the Sea will receive a dedicated budget allocated from the treasury to fund their operations, maintenance, travel, and recruiting efforts. The Shadows of the Sea may engage in privateering activities throughout the entire Caribbean area, as deemed necessary by the Grand Admiral, against vessels posing threats to the Kingdom or its allies or containing valuable trade goods. They will maintain a collaborative relationship with the official Mexican navy.

His Majesty reserves the right to revoke the autonomy granted to the Shadows of the Sea in case of misconduct, abuse of power, or actions contrary to the interests of the Kingdom. The Shadows of the Sea shall swear allegiance to the Kingdom of Mexico and uphold its duty to protect the Kingdom's interests.

To better facilitate the growth of the Shadows of the Sea, the entire overseas islands of the Mexican Kingdom, namely Guadeloupe and Barbados, will become exempt from duties, levies, and taxes imposed by the Mexican Kingdom and will operate autonomously within the Kingdom. All citizens, non-citizens, and even convicted criminals are allowed to sign up for the Shadows of the Sea and settle on these islands. The territories of Barbados and Guadeloupe shall maintain financial independence, and their inhabitants shall be absolved from any financial obligations to the Crown.

A sovereign council will be established to oversee the governance of those island groups. The council will consist of Grand Admirals and will be empowered to decide on operations, pass laws, and manage internal affairs.

Profits gained from its maritime operations will exclusively be used to further fund the operations and expansion of the Shadows of the Seas. Nations that decide to attack the Shadows of the Seas will be considered at war with the Kingdom of Mexico.

End of Panama Blockade

After careful consideration and after repeated calls and diplomacy by several mediators including chairman Blaine from New England, the president of Russia, the king-emperor of France and the Archbishop-President of Brazil, King Luis II announced an end to the two-week long blockade of the Panama canal in which Louisiana ships were forbidden to sail through. King Luis II took the action in an effort to alleviate tensions in the region and to deal with the increased concerns of third parties in the region. King Luis II continues to calls for increased international coöperation to mediate in the diplomatic conflict between the two nations, but this step should be a first step in the right direction.

The Mexican King wishes to highlight that, unlike his warmongering counterpart to the north, he actively engages in diplomacy and seeks solutions to existing problems and issues. However, the Kingdom of Mexico cannot accept that the Commonwealth of Louisiana granted exile to terrorists who attempted to overthrow the Mexican King. It insists on the extradition of these terrorists to the Kingdom of Mexico. Additionally, the King requests an immediate end to the embargo, including that of all foreign ships not affiliated with either Louisiana or Mexico. The King adds that Louisiana lacks the capability to enforce its own embargo, as it cannot ascertain the next destination of a ship.

Mexican Domestic Changes: The Luis Reforms

It is the turn of the century. It is 1900 and Mexico needs to take a great leap forward into the 20th century. For that reason, there will be big reforms planned ahead.

Trade & economy

On trade, the kingdom of Mexico will move towards a demand-focused economy, mercantillist approach on where import is needed, protectionist approach on where export is more readily available. Mexico strongly supports the concept of trade, as it doesn't just improve welfare domestically but globally.

1. The prices for every good will be at a set price, adjusted every year for inflation and, determined by the government and an expert council on economists, trade experts and merchants.

2. Export of manufactured goods is strongly encouraged. Import of resource industries Mexico does have weaker access too likewise is also strongly encouraged. Mexico believes in the concept of balanced trade

3. Given the embargo on Louisiana, there will be a full embargo on all trade from and towards Louisiana.

4. All Louisianan assets on Mexican soil will immediately be nationalized and seized without any compensation.

5. All ongoing debt payment the Kingdom of Mexico owes to the Louisianan commonwealth will immediately be cancelled with no intention to pay Louisiana back.

6. Nations choosing to blockade Louisiana will have favourable prices to trade with the Kingdom of Mexico, a 30% reduction on import tarrifs and a 30% reduction on export tariffs. This effect stacks with alreayd existing trade agreements.

7. All oil fields, companies, railroad companies, passenger and goods railway services and mines will immediately be nationalized.

8. A large expansion on the railway transport system is ordered, intended to connect critical points from and towards the capitals and towards important ports, intended to increase people's mobility and to ease the transport of goods (reduce cost of travel for goods and reduction of local price variety)

9. All railways will be free to use by anyone, including for foreigners. The railroad system (maintenance, wages) will be funded by the Mexican treasury.

10. A tram network system is ordered to be build in the capital Mexico-City

11. Construction of a second Pacific-to-Atlantic Canal at the Isthmus of Tehuantepec is ordered to begin, partially funded (50%) by the Holy Union of Spain as agreed upon. The construction is expected to be completed in 30 years, open for being postponed in case of economically dire times in the future. Construction shall begin when a railway constructed at the same place of the canal is completed and when engineer research and planning is completed.

12. A major expansion of electricity infrastructure is ordered, to provide electricity to all major industries and most inhabitants. This shall be prioritized first to be completed in central parts of Mexico.

13. Mexico will move to a proportional taxation system, with a 100% tax increase spread over 10 years: 10% up every year to pay for the development of the country. People serving the army and navy and the Mexican church will be exempt from tax raises.

14. Tax exemptions are also made for households with children, it being a 20% reduction on tax rate for each child in a household.

Property & housing

To end the war versus homelessness, all housing provided will be free. Every Mexican person should have access to a house, it is the bare minimum a state has to provide.

1. All assets & property except for royal assets & property still not being nationalized shall be nationalized, this shall be compensated with 50% of estimated value. This applies to both industry & housing.

2. It will be illegal to buy & sell housing for profit throughout the Kingdom of Mexico, though residents will have a right to exchange houses.

3. It'll be forbidden for any Mexican citizen or immigrant approved to live in Mexico to pay rent or mortgage for a housing. When a citizen comes to age and wishes to move to a new home, they'll need to submit a request for an available house. Upon approval, the citizen will own the home for the remainder of their life. Upon death of all inhabitants, the home will be seized by the Mexican government and be readily available on the market where new applicants can make a request again for that home.

4. Inheritance will be forbidden entirely, with the exception of a request of inheritance of certain goods and assets, motivated properly or up to a certain estimated value of 10.000 Mexican pesos, to be approved by the service responsible for inheritance.

5. This change will be done gradually, and all citizens currently owning a home will - upon request - be granted ownership of that home, but only up to one home. This also applies to citizens currently renting a home who will gain ownership of that home, compensating the owner by 50% of estimated value.

6. Exceptions with regards to the new property & housing rules will be for the royal dynasty & their assets, certain agricultural sectors provided they have a yearly profit up to a certain value, the Mexican church & their assets, international "big projects" which are agreed on being owned by multiple countries (such as the canal projects), certain trade infrastructure and people eligible for a lifetime achievement reward which give special status to a citizen upon proven commitment to the Kingdom of Mexico or being awarded for military service to the Kingdom.

Education, Religion & Entertainment

To educate the Mexicans well and provide Mexicans with the best education imaginable in its area, major educational reform will be introduced

3. There will be compulsory education for every child living in Mexico starting from the age of 3 up to the age of 18. The Mexican order services will guard over the execution of this, with punishment for parents who do not comply.

4. All education, including higher schools and universities will be free for everyone.

5. The Mexican Kingdom will ensure a school is provided in every Mexican commune, dramatically increasing investment into education infrastructure. Universities will be entirely publically owned and will be built in key cities throughout the Kingdom.

6. Spanish should be taught on every elementary school throughout the Kingdom of Mexico. This includes literacy efforts, ability to read & write the language. In areas where a sizeable minority or majority speak a different native language, that native language will also be taught/used. This applies to indigenous languages as well.

7. In universities, spanish will be the main language of use but a high importance on the language of french and available research of french will also be made available for teaching. Other languages which will be provided importance or certain study directions for people wishing to be diplomats or merchants are swedish, german, english, russian & portuguese. This may be expanded on later on. Some elementary schools may also start teaching french at the age of 12, especially if there is no other native/minority language in the area.

8. Language schools in certain areas (mostly urban) will be introduced and be made available for immigrants & adults who don't have knowledge of the Spanish language. This will also be free.

9. Foreigners will be allowed to make use of the educational system, provided they have the means to learn/use the Spanish language, which can be done in a "language school".

10. Mexico does not recognise foreign licenses for certain sectors in order to be employed. Licenses must be obtained in schools or verified first by authorities within the Kingdom of Mexico.

11. The official state religion of the Kingdom of Mexico will be roman catholicism, but certain indigenous religions will have the right to organize, be tolerated and teach their spreadings as well. Synchronising elements of indigenous religions with Roman catholicism will be encouraged.

12. In order to stimulate national unity, all elementary schools will have playfields available to play the increasingly global sports of football

13. Cities within the Kingdom of Mexico will have established football teams which may compete in a domestic league.

Urban planning & administrative changes

To concentrate development & stimulate the growth of urban communities, the concept of key cities will be used. The list of key cities may be expanded on later. Some other administrative changes will be also ordered.

1. All cities containing a population of over 100.000 citizens will automatically be assigned key city status.

The following cities will be assigned key status, regardless over whether they were already assigned automatical key city status: Mexico City, Guadalajara, Puebla, Monterrey, Mérida, San Luis Potosi, Tacubaya, Veracruz, Leon, Torreon, Tampico, Tehuantepec, Coatzacoalcos, San Salvador, San Pedro Sula, Tegucigalpa, Acapulco, Puerto Vallarte, Manzanillo, Oaxaca, Quetzaltenango, Santa Ana, San Miguel, Chetumal.

3. The following cities & areas will be renamed:
- Phoenix -> Maricopa
- Belize City -> Ciudad de Belize
- Bridgetown -> Sombremar
- Basse-terre -> Bajo la Tierra
- Guadeloupe -> Guadalupe

4. The territories of Barbados & Guadalupe will be assigned special territories within the Kingdom of Mexico, with inhabitants being absolved from any financial obligations to the Crown, and some other duties, levies and taxes, being governed by a council of grand admirals and the islands purpose being serving the Shadows of the Sea division of the Mexican Navy (special naval unit).

5. The territory of Yucatan will be assigned a special state within the Kingdom of Mexico, with inhabitants only having to pay 75% of taxes other states in Mexico have to do, with indigenous populations being provided a certain degree of autonomy & political representation.

6. People of certain indigenous populations of a recognised indigenous identity will be provided some kind of autonomy as well, also only having to pay 75% of taxes other Mexicans have to do, and being provided some degree of political representation.

Political, election & dynasty reform

In order to facilitate the growth of electoral representation, the following reformps will be introduced

The Kingdom of Mexico will move to a new parliamentary system of 3500 seats, 3000 directly elected, 50 for the navy, 50 for special navy, 100 for the army and 50 for royal dynasty, 50 for the church & 200 for merchant councils & special administators. More seats will facilitate the growth of more representation.

2. The new system will be a mix of first-past the post district systems and proportional representation. Urban districts assigned to key cities will have a first-past-the-post system. Districts assigned to special communities will also continue to maintain a first-past the post system. All other non-districts will move to a proportional system.

3. Districts assigned to key city areas will have twice the political weight of non-urban districts meaning that due to their importance and key location half the number of citizens of a normal district will make up for a district. Districts in rural areas will be provincial with proportional representation.

4. A term of an elected representative will last 8 years, one fourth of districts (750 districts) will be up every two years, meaning elections will take place every two years.

5. 150 districts will be assigned to indigenous districts, where only people of indigenous origins are allowed to compete in.

6. As the territories of Barbados & Guadalupe are absolved of any financial obligations to the Crown, duties, levies & taxes, they'll not be assigned districts, however 50 grand admirals will have the right of taking a seat.

7. The 100 most prestigious Mexican generals also have the right of taking a seat directly into the parliament, or being represented someway or the other (like "a representative of the general).

8. The royal dynasty & allies have the right for 50 seats in the parliament, 1 for each dynasty member living in the Kingdom of Mexico. The same will be provided for the most important clergy.

9. Merchant councils & several important administators will be distributed 200 direct seats

10. All citizens with Mexican nationality over the age of 18 will be allowed to vote, this right to vote will extend to females as well.

11. Legislative proposals will be introduced and can be voted on, but the King has the power to veto all proposals.

12. Augustinian sympathisants will be barred from running in elections, on the grounds of treason, and inciting terror, turmoil and rebellion and crimes against the kingdom of Mexico.

13. The Mexican electoral commission, appointed by the King, retains the right to bar potential candidates from running in elections, and candidates must be approved by the electoral commission.

14. The Mexican electoral commission, appointed by the King, retains the right to bar political organizations or parties from running candidates in elections, and the formation of parties must be approved by the electoral commission.

15. Members of the government will be appointed by the King but must be approved by a majority of people actively being present in parliament. When appointed, members of the government have a term of 8 years before having to be reconfirmed by parliament again. The King retains the right to replace said member, provided they are being approved by parliament.

16. Mexico will appoint a supreme judicial system of 9 members who will sit in the high court of Mexico till the end of their lives, before being appointed they must be approved by parliament, the king and the Mexican church.

17. The royal dynasty will move to a primogeniture succession (no gender preference) immediately meaning the line of succession changes as follows: 1. Princess Emilia, 2. Princess Maria 3. Prince Guillermo

The Kingdom of Mexico announces that assets, national holdings and investments in the Kingdom of Mexico held by foreign nations will be compensated fully in case the Kingdom of Mexico wishes to seize the holdings. In certain industrial sectors where the Kingdom of Mexico encourages investments seizing assets might take place later, but where it wants to seize assets, there'll be full compensation. This however will not apply to the Louisianan Commonwealth where all assets will be seized immediately without compensation as a response to the threats and embargo to the north. Domestically owned holdings and assets, the rate continues to be at 50%.

As a consequence of the Vienna declaration, the following measures will be taken

1. All assets, property, investments by the Kingdom of Scandinavia, the Habsburg Monarchy, the Kingdom of Poland, and the Russian Republic will immediately be seized, without the return of investment or compensation whatsoever.

2. All diplomats belonging to those countries, as part of "The Contracting Parties," are hereby expelled. Diplomats from the Kingdom of Mexico assigned to these nations will be withdrawn until the King is recognized as the sole claimant to the throne.

3. All debt the Kingdom of Mexico owes to these nations is immediately cancelled and is no longer recognized as a debt owed by the Kingdom to these nations.

Of further note, the King wants to remind those nations that there are no other claimants, and Prince Augustine is deceased. The King also expresses deep concern over the attempt by those nations to provide a diplomatic platform for foreign terrorists, adding that the King of Mexico simply recognizes who holds the throne in other nations and is committed to maintaining peace.

Recent events have shown that foreign entities wish to undermine our national interests. The Commonwealth of Louisiana is harming Mexicans directly by imposing an embargo, and countries internationally haven't responded or only half-heartedly, despite the embargo being punishing for some of them as well.

The Kingdom of Scandinavia, the Habsburg Empire, and the Russian Republic have revealed themselves as great powers, imposing their will upon us with a heavy hand. It's disheartening to witness these nations acting as if Mexico is a mere pawn on their global chessboard, subject to their will and desire. But we Mexicans are bigger than that. We are more than that. We won't let ourselves be commanded by big bullies like that.

The failure to recognize Mexican leadership by those entities and to support the claim of a dead terrorist is frankly deeply insulting and embarrassing, while in the meantime, the Commonwealth of Louisiana has offered a way out to some of the treacherous collaborators. This all paints a clear picture. It reveals a collective effort to stifle our progress, dictate our internal affairs, and cast doubt upon the legitimacy of our government. It seems, my fellow Mexicans, that we are facing nothing short of bullying on an international scale.

In the face of these challenges, our government has taken decisive actions. We must recognize that the changes made are not merely political maneuvers but are, at their core, rooted in the interest of the Mexican people. We refuse to bow to the pressures of foreign powers attempting to undermine our sovereignty.

Our commitment is to you, the citizens of Mexico, and to ensuring that decisions that shape our nation's destiny are made right here in Mexico City. We remain open to dialogue and understanding, but we will not compromise our principles or surrender our right to self-determination.

It's imperative, my fellow compatriots, that we stand united against these external pressures. Let us rally around the ideals that define us as Mexicans, resilient and proud. Immigration Act of 1900

Naval blockade on the Gulf of Mexico

In response to what the Mexican Kingdom deems as hostile actions by the Commonwealth of Louisiana, including an imposed embargo on Mexico, harboring terrorists, asset seizures, refusal to recognize Luis II on the throne, repeated insults, and the expulsion of Mexican envoys, Mexico has decided to enforce a naval blockade on the Commonwealth of Louisiana.

To secure the entrance of the Gulf of Mexico, no naval vessels will be permitted to pass in or out. In the event of an attack on a Mexican ship, return fire will be initiated. Mexican ships will be strategically stationed, allowing one to assist another if necessary. The King of Mexico calls upon the international community to recognize and respect this blockade, asserting the legitimacy of these actions.

Statement on the diplomatic crisis
