Small bill that ensures that recess work is still being paid, and not just considered an out of work duty. During recess, a teacher still needs to pay attention to their students, esp. in elementary or special schools. Work doesn't stop there, so it should be paid as well.
I want to carry this line of thought further – should a teacher be paid for staying back past working hours to grade assignments? For grading the same assignments at their home?
Perhaps, but one step at a time. I think for recess, you actually watch students, and this shall motivate better care for children as well.
There are tons of people who do work at home for their job as well. This bill specifically handles recesses, your question is another debate.
