I disagree with this act, though i can live with a time constraint (a six month period to vote on a presidential pardon if the need is there).

Also, do we want a "pardon" to be an absolute power of the presidency, perhaps we need to discuss removing the presidential power to pardon people. It's not really democratic and IRL has been used to protect powerful people from prosecution.
