Tibi was right, Europe's not going to move forward with any serious plan for refugees and migrants because two sides keep hijacking any discussion of cultural integration for their own benefit.
Integration of Arabs and Africans is unacceptable to large parts of the European population, so setting out integration as the goal is in itself problematic as this mass immigration hasn't been approved by the populace. If you do that, you have already decided the migrants can never be sailed back to their countries of origin, and the forced immigration is a fait accompli. European countries are democracies and the citizens need to be heard directly (through referendums) at some point. Only if there is a majority can you then proceed with integration (ideally qualified majority of, say, 60% of the electorate as it is a monumental decision).
