What is this referring to?

Republicans really hated the UN in the 90s. Jesse Helms pushed for a bill that reduce the U.S.' annual payments, but it was all smoothed over by Richard Holbrooke.

I don't think Bob Dole is long for this world, so pretty soon it will be 2000.

I’m thinking maybe even 2004 because I wouldn’t say Al Gore is looking too good.

Then if Bush 43 or Kerry went, it would be 2012.
