As a general rule, the very point of counterculture is to fight against fascism and moral guardianship. So, in other words, a resounding no.

By definition, counter-cultures function to oppose or try to supplant the current ideological framework; a Puritan could be counter-cultural in many parts of the world regardless of whether there is "fascism" or not.

no, not even on college campuses. part of being a "counterculture" is that you have to be cool, and most college republicans are massive dorks
