Correct me if I'm wrong, but I don't think I've seen a single referendum innitiative attempted in the South according to those rules in the 2.5 years I've been here. Part of that might just be that the threshold is so high or because many people probably don't know its there. In any case, referenda won't be happening too often so it isn't a radical change and is unlikely to significantly undermine Congress' control over the legislative process.
