Its worth pointing out for the sake of this debate that in the first coronavirus bill that we passed, the aim of setting up testing near ports of entry was already prioritised. So ideally, any arrivals would go to one of these testing facilities near their port of entry, get tested, self isolate and if their results are negative, they can leave.
