I admit the number of years was just a guess at how long it may take to get the new kids integrated into the budget while not completely crushing developers either. As for the student calculation, would an assumption of two per household work better?

Ill withdrawl this bill, for the reasons I listed (acidentally) in the alignment with territories bill.
