Oh yeah; the Bay Area law enforcement system has been corrupt for decades. My uncle says that when he was a lowly correctional officer; there were always rumors about prisoners paying off other guards.
My Dad can and consistently did corroborate this narrative as a prison guard for the latter half of his 20-25 years of service in SJPD, corruption is rampant. He got in trouble more than a few times
for filing reports against the instances he'd witnessed personally.
Of course, it's an indictment of the broader system as well.
