Exit polls indicated that Casey won 14% of Republicans in 2006, 11% in 2012, and 11% in 2018.

I guess 17% makes sense if you subtract a few points for people who like Casey as a Senator and prefer him to other Dems but will still vote Republican, and then the rest are actually planning on voting for him outright.
