5 days ago, well before the deadline to turn in signatures for presidential ballot access in Ohio, the Libertarians turned in 12000 signatures, 7000 more than the 5000 required. However, the name of the  candidate on the signatures is Charlie Earl. This is because they started petitioning before nominating Johnson. According to Section F of Ohio law, they are allowed to do a substitution if done 86 days or more before the election, to replace Earl with Johnson: http://codes.ohio.gov/orc/3513.31

However, John Husted, who has for years worked to keep third parties off the ballot decided to hold the signatures until today, before sending them to the BoE to certify them, which makes it impossible for the BoE to certify them in time for the deadline of switching in Johnson's name. He cannot switch his name in until the signatures are certified.

And of course, Husted is a Trump supporter.

Edit: Just got an email from Richard Winger, who is a God of ballot access.

"There is nothing in the Ohio law that says the substitution can't take place until the petitions have been checked.  I have just re-read the Ohio law, 3513.31(F).  I hope you read it.  The deadline for substitution is Monday, August 15, and the Libertarians are busy finishing the paperwork as we speak.  I don't see a problem.  Just google "Ohio statutues" and you can read the law for yourself."

Apparently he'll likely be on the ballot as an independent and not as a libertarian.

No this is for the Independent petition. They already ruled against them and said he can't be on as a Libertarian, also due to John Husted.
