According to statute, yes. But ASV looked through old threads and saw that y'all had been calculating the quota the 'correct' way (i.e. adding 1 to the floor), not in accordance with statute. I've introduced an amendment to fix the issue.

No, because if the quota is 4 then Koopa, RFA and Thunder all have quotas to distribute, which pushes IBizzBee over quota. Which is why we can't use a quota of 4. Because it gives us 7 winners even though there are only 6 seats.

Traditional atlasian votes/(seats+1) +1 makes the quota 5 fwiw.

For some reason, Fremont has put it into law that the quota is votes/(seats+1). This law has not been followed by any of the voting booth administrators, and most people aren't even aware of the law in the first place. I just introduced an amendment that would correct the issue (because technically all of the past voting booth administrators have been acting unlawfully in their 'correct' interpretation of the quota).

Ugh, this opens the door for a lawsuit.

It's especially annoying because I posted in the actual debate thread last year pointing this out, and no one listened.
