More cops. More cops with guns. More cops in high-crime neighborhoods. More cops in schools. Harsher sentences for small-time gang-bangers and drug peddlers.

The very obvious difference is that law-abiding citizens have nothing to fear from increased police presence, whereas blanket lockdowns are a categorical suspension of certain (legal) activities for an indefinite period of time.
The pigs literally arrested my mother and put her in jail for
six weeks because they accused her of drunk driving when she was actually having a seizure -
and they tried planting evidence to make her look like she was using drugs as well. (Yes, we are suing the city for damages because of this.) So pardon me if I don't agree with your assumption that law-abiding citizens "have nothing to fear".
