Would §2 also apply to living history museums and historical sites who maintain similar standards for interpreters portraying historical characters?

Yes.  As Reactionary alluded to, we discussed this bill shortly after I introduced it and the second clause was added later for museums and entertainment businesses to maintain appearance standards for actors only.

This law is specifically intended to prohibit discrimination against workers for the style of their natural hair.  In a number of states, it is legal for a company to discipline or fire workers for wearing their hair naturally.  This is problematic, as people of color are discriminated against for not spending hundreds of dollars a year in hair products in order to maintain the prestige of straight or loosely curled hair, in contrast with natural tightly-coiled hair.

For reference, this article talks about the New York City statute that this law is based on.

That seems impractical to me, to assume there aren't a variety of legitimate reasons why an employer would want hair to be kept short or out of the way.

Why do employers need to police the way their workers wear their hair?  Even in situations where short hair is ideal for safety reasons, people can adapt by tying their hair up to keep it out of the way.

Wouldn't tying their hair up (if their hair allows for that) be a hairstyle?

If it's temporary and only for a certain purpose (i.e. safely handling chemicals or dangerous equipment), not really.  Tying your hair up doesn't alter the length or the texture.
