As was mentioned earlier in the Senate debate, the $8 billion is part of the $20 billion total.  (This bill is based on a real-life plan Hillary Clinton proposed during the last election, and the total cost of that program is $20 billion.)

This bill doesn't set an amount, although I would suppose that most of the remaining funds go toward expanding AtlasiaCorps.  (That, and the National Service Certification System.)
