Does this mean that if a group sponsors terrorism on the side, with money form Saudi Oil Barrons we are mandated to keep funding their healthcare clinics?

I share these concerns.

The notion that this bill allows for the funding of terrorist groups strikes me as an extremely broad interpretation of the text, but if the House sees that this is need for concern, I would recommend striking section 2.
