I went on a class trip to the State Capitol last year.  I remember asking Rell personally, what has working with a divided government taught her as a politician, and exactly how she responded: "That they're a pain in the you-know-what."  But she also said, much to my surprise, that she agreed with the legislature 90% of the time.  So I guess I'll say Connecticut, because politics here isn't nearly as divisive as it is nationally.  But to be fair, of course, virtually all Republicans who run here are moderates.

New York would definitely be on that list because of the gay marriage legislation.
