Undecided voter : Senator Rubio, I am undecided between you and Rand Paul. I like your foreign policy ideas and I appreciate your intention to provide weapons to Syrian rebels in order to help them to defeat ISIS, but as Senator Paul says some of these rebels are themselves terrorists, are related to ISIS, are fighting for ISIS and would use these provided weapons to fight anti-ISIS forces and take control of  Syria and make it a terrorist heaven even though we are arming the Kurds because we know they are fighting ISIS.

So my question is this : as President, what is your plan to make sure that we will arm the right rebel groups and not unwillingly provide weapons to terrorists?


Marco Rubio : Thank you for the question. That's a good one. My plan to make sure that weapons that we will provide to the rebels will not fall in the hands of terrorists is to put in place background checks on the Syrian rebels before providing them weapons. After all, they are not living in the United States and they are not U.S. citizens. So this has nothing to do with the Second Amendment of the Constitution of the United States. That way, we will learn more about the past of the rebels, their ties and their backgrounds. And that's exactly what Senator Cruz, who is endorsing me, suggested three years ago. In fact, he said that instead of violating the Second Amendment through background checks that takes from the American people their right to own a gun and to ensure their self-defense, President Obama should put background checks on the Syrian rebels before providing them weapons since some of these weapons are taken by terrorists who pretended to be moderate rebels.

So the bottom line is that as long as we don't know who these rebels are, who and what they are fighting for and why they want weapons, they will not get these weapons. That's how we're going to identify the right rebel groups to arm while we will keep arming the Kurds. And that's how we're going to fight and defeat ISIS without arming radical Islamic terrorists.

Marco Rubio Campaign Ad

Marco Rubio's presidential campaign broadcasts an ad about the challenges facing the United States when it comes to the flow of Syrian refugees among whom there are terrorist clandestines who are entering the United States and can commit a terrorist attack anywhere in the United States. This ad is also about Rubio's plan to handle this and to reinforce the borders.

America is facing tough challenges on its borders to to the huge flow of Syrian refugees. We won’t be able to take more refugees. It’s not that we don’t want to, it's that we can't. We could be potentially open to the relocation of some of these individuals at some point in time to the United States. But we will always be concerned that someone with a terrorist background could also sneak in among the refugees.


While some refugees are fleeing violence and terrorism, terrorists are using these flows of refugees as a Trojan Horse to cross our borders and then commit terrorist attacks on our national territory.


With Marco Rubio as President, terrorists will not pass and they will not attack the American people.

Under Marco Rubio's plan, we will hire 20,000 new border agents and finish the 700 miles of fencing and walls our nation needs. We'll have mandatory E-verify, a mandatory entry/exit tracking system and until all of that is in place and all of that is working and we can prove to the people of this country that illegal immigration is under control. If we don't know who these immigrants are or why they're coming, they will not get into the United States.

You know, I am a veteran of the Reagan coalition. As a young pastor, I was a part of that coalition in 1979 and I was among the large group of evangelicals who became a part of helping Ronald Reagan to be elected in 1980. During his first election at the presidency in 1980, Ronald Reagan won 36 % of Hispanic voters, 14 % of African Americans, 55 % of whites, 51 % of Catholics, over 40 % among young voters (18-29 years old), 54 % of Independent voters and 26 % of the Democratic voters. Thanks to this great coalition, Ronald Reagan won in 1980 and 1984 by landslides despite John B. Anderson's third-party candidacy.

In addition, Mark Cuban could declare a third-party candidacy. So we need to attract voters from all corners of the political landscape if we want to win.

Over the years, sometimes Republicans have thought that one part of the Reagan coalition was more important than the other. I think they're all important, and so does Marco Rubio. And we need to recapture all these parts of that coalition. That's why I endorse Marco Rubio because he is the only Republican presidential candidate in this race who can unite and grow our party and defeat the Democratic nominee and win this election on November. And one of the main reasons why Senator Rubio is the only one who can lead us to victory is because he is the only one who can rebuild the Reagan coalition.

He is young and he understands the economic and social struggles of young people, including Millennials. He knows that free market and education reform, and not higher taxes and lifetime of debt, is the solution to their struggles. He is already helping us to increase our party's support among young voters. He is Hispanic, he understands the struggles facing America's Hispanic community and he proposed free market solutions to their problems. He expanded and will keep expanding our party's support among Hispanics. Marco Rubio understands that we are the party of Abraham Lincoln who abolished slavery and freed African Americans from slavery and he defended Abraham Lincoln's legacy by supporting Governor Haley's efforts to remove the Confederate flag from South Carolina's Capitol Hill. Marco Rubio is the most conservative presidential candidate since Ronald Reagan. He is 100 % pro-life, he will defend the Second Amendment of the Constitution of the United States and he is a champion of freedom of religion, which will encourage all evangelicals and all conservatives of all kinds to go to the polls instead of staying home on Election Day.

CNBC's list of "Top States for Business in 2010" has ranked Iowa as the sixth best state in the nation. Scored in 10 individual categories, Iowa was ranked 1st when it comes to the cost of doing business, 12th when it comes to business friendliness, 16th in education, 17th in both the cost of living and the quality of life, 20th in workforce, 29th in technology and innovation and 32nd in transportation.


While Forbes Magazine ranked Des Moines among the top 10 of the best places in America to do business. In 2010 and 2013, this city was ranked at the first place, which means it was described as the best place to do business in the United States. This is mostly due to strong educational attainment (with 36 % of Des Moines' population who has a college degree and 92 % of this city's population who possesses a high school diploma) and also because energy costs here are 22 % below the national average, the cost of living in Des Moines is 10 % below the national average and business costs here are 18 % below the national average. Economic growth here outpaced the U.S. as a whole by 68 % since 2010. Here is an example of this matter of fact : Des Moines is a major center for the insurance industry and has a sizable financial services and publishing business base. And Des Moines is the headquarters for the Principal Financial Group, Meredith Corp., Ruan Transportation, EMC Insurance, Wellmark Blue Cross Blue Shield, MidAmerican Energy Company and Firestone Agricultural Tire Company.

So Des Moines is a great symbol of America's prosperity coming from free enterprise and free market as well as ingenuity, hard-work and entrepreneurship of the American people. Prosperity does not come from big government policies.




But unfortunately, throughout the eight years of Barack Obama, government has got bigger and bigger and is still getting bigger today, which increased taxes and regulations on the American people and on business owners, which weakened our economy, killed jobs and offshored American businesses overseas. We have a 40 % corporate tax rate, which makes the United States the nation with the highest corporate tax rate among developed countries, which makes America a harder place to do business, while Singapore has a 17 % corporate tax rate and South Korea's is at 24 %.





Iowa represents an example of the importance of making America the best place in the world to do business, which requires fully utilizing our energy resources, bringing our debt under control, putting in place a 15 % flat-tax, repealing and replacing Obamacare, making higher education faster and easier to access, reducing the cost of doing business in America and cutting taxes and regulations on the American people and on business owners, which will bring a stronger purchasing power to our people and increase our businesses' ability to grow, to expand, to produce, to sell, to hire people and to create jobs. By reducing our corporate tax rate to 20 % and cutting taxes on America's manufacturing businesses, we will make American businesses much more competitive in the world economy, which will ensure job creation here in the United States.


These are all policies that Marco Rubio will adopt as President of the United States. As a member of the U.S. Senate Committee on Small Business and Entrepreneurship and of the U.S. Senate Committee on Commerce, Science and Transportation, he is candidate who has the best experience to ensure job creation, to make America the best place in the world to open and expand a business and to lead our country to permanent prosperity and opportunity.

I'm having major computer troubles, so if anyone wants to step in as Warren, please let NHI know quickly. I will approve anyone willing to take over, but should no one do so by the conclusion of this turn (Thursday 11PM) Warren will drop out and endorse Sanders.

Why would she drop out right before the Iowa Caucuses?

I don't have access to a computer on a regular basis at the moment, so this has nothing to do with the campaign itself.

If NHI wants to write it as a loss in the caucuses and Warren dropping out and endorsing Sanders immediately thereafter I have no problems with that.

This is fine wth me. I've heard from no one yet.

We have to take the lessons of the terrorist attacks in San Bernardino, last December. The reason why this terrorist attack happened is because our security measures were weakened, because we did not have access to records, information and other items under the Foreign Intelligence Surveillance Act that would have allowed us to identify these killers before they attacked. The reason of this matter of fact is because some Senators, including Rand Paul, voted in favor of weakening our surveillance program on June 2015, six months before the attack in San Bernardino. That's why we need to reinforce our security measures for the  sake of a stronger security and a stronger freedom because terrorists are actually the ones who are threatening our liberty and our values that are defended by the Constitution of the United States. The division we had among our party in 1976 is a reason why we had a contested convention and such division is among the reasons why we lost in 1976, which gave us four dark years of economic decline through big government policy and higher inflation and of growing geopolitical threat from the Soviet Union that was about to take the advantage over the United States. We can't afford four more years of big government and growing terrorist threat. So we need to avoid the mistakes of the past. When our nominee will be selected, we need to bring all conservatives together to defeat the Democratic nominee and to get this country back on track once and for all.

Thank you, Iowa.

So this is the moment they said would never happen.

For months, they told us we had no chance. For months they told us because we offer too much optimism in a time of anger, we had no chance. For months they told us because we didn't have the right endorsements or the right political connections, we had no chance. They told me that we have no chance because my hair wasn't gray enough. They told me I needed to wait my turn, that I needed to wait in line. But tonight, tonight here in Iowa, the people of this great state have sent a very clear message. After seven years of Barack Obama, we are not waiting any longer to take our country back.

This is not a time for waiting. For everything that makes this nation great now hangs in the balance. This is a time where we need a president that will preserve, protect the constitution of the United States. Not one that undermines, attacks, and ignores the constitution of the United States. And here is a great example of this matter of fact : on Iowa's flag, we can read « Our Liberties We Prize and Our Rights We Will Maintain ».

This is a time for a president who will defend our Second Amendment rights. Not a president who undermines them. This is a time for a president that will rebuild the US military, because the world is a safer and a better place when the United States has the most powerful military in the world. This is no ordinary election. 2016 is not just a choice between two political parties. 2016 is a referendum. A referendum on our identity as a nation and as a people. In America, there are only two ways forward for us now.

We can either be greater than we've ever been or we can be a great nation in decline. If Elizabeth Warren or Bernie Sanders get elected, if they were to win, we will be a great nation in decline. If they win, Obamacare becomes permanent. If they win, these unconstitutional executive orders from this president become permanent. If they win, our military continues to decline. And if they win, the balance of our Supreme Court will be controlled by liberal justices for over a decade or longer. They cannot win. And so tonight I thank you here in Iowa. I thank you because tonight we have taken the first step, but an important step toward winning this election.

I disagree with what Stephen Pearcy said about Iowa's importance in determining the Republican nominee because I think he is wrongly taking victory for granted. Actually, since 1976 three times out of seven, the winner of the Iowa caucuses won the Republican nomination.

If I am our nominee — and I will be our nominee, thanks to what you have done here in this great state — when I am our nominee, we are going to unify this party, and we are going to unify the conservative movement. When I'm our nominee, we are going to grow the conservative movement. We're going to take our message to the people who are struggling paycheck to paycheck. To the students living under the burden of student loans. To the families struggling to raise their children with the right values, we will take our message to them and bring them to our side. When I am our nominee, we will defeat Elizabeth Warren or Bernie Sanders or whoever they nominate.

I want to thank an all powerful and mighty God for the chance that he has given us to be a part of this endeavor here in Iowa. It's been a phenomenal experience. I want to thank my wife and my family. And I want to thank all of you for this contribution to our victory here in the Huckeye state.

Two centuries ago an extraordinary generation living in one place at one time in America — colonists of an English colony — declared their independence from the most powerful empire in the world. They did it with the powerful words and principle that our rights come from our creator, they do not come from our government. And the rest is a two-century history of the most extraordinary nation known to mankind. I know America is special. I was raised to people who knew what life was like outside of America.

I was raised by people who came to this country with nothing, they barely spoke English at the time. They had no money. My father stopped going to school when he was nine years old, he had to go work.

He would never go back to school. He would work for the next 70 years of his life. My parents arrived in this country, they struggled. They were discouraged but they persevered. Less than a decade after they arrived here with nothing, my father a bartender on Miami beach, they owned a home. Not a mansion, but a safe and stable home in a safe and stable neighborhood. Decades later they would retire with dignity and security. And the most important thing of all for them, they left all four of their children with a life better than their own. This was the purpose of my parents' life: to give their kids, us, the chance to do all the things they never could.

That's not just my story. That's our story, that's America's story. That's the story of your parents — you know the stories of your parents who sacrificed and gave up so much so you could be what they could not. It's the story of those parents today who are doing the same for their children. It is this that makes America special. And this is what we fight now to preserve.

This is the kind of country that I want to leave for my children. This is the kind of country your children deserve to inherit as well. And this is what we must now decide. Whether we will remain that kind of country, or whether we will be the first generation to lose it. It's an important choice. And one that each generation before us has had to make. For America is not a special country by accident. America is a great nation. Because each generation before us did their part. Each generation before us sacrificed, they confronted their challenges, they embraced their opportunities, and for over two centuries, each generation has left the next better off than themselves.

Now the time has come for us to do the same. Now the moment has arrived for this generation of Americans to rise up to the calling of our heritage. Now the time has come for us to take our place and do what we must. And when I'm elected president of these great United States, we will do our part.

When I am elected president, when we together achieve this victory, we will embrace all the principles that made America great and we will apply them to the unique challenges of this new century. When our work is done, here is what history will say of this generation. It will say that we lived in the early years of this new century, in an uncertain and difficult time, but we remembered who we were. We rose up to the challenge of our time. We confronted our problems and solved them. Because they did, the American dream didn't just survive; it reached more people and changed more lives than ever before. Because we did, our children and grandchildren grew up to be the freest and most prosperous Americans that ever lived.

Because we did what needed to be done, the 21st century wasn't just as good as the 20th century, it was better. It was a new American century. This is the task before us. And I thank my lord and savior Jesus Christ, I thank God for allowing me the opportunity to come this far with each of you.

I am grateful to you, Iowa, you believed in me when others didn't think this night would be possible. When perhaps you were lost in the daily narrative, perhaps it was time to step aside, you believed in me. You walked with us, you made the calls and knocked on doors. You made a huge difference tonight. I will be back here in October of next year and September of this year because — I said next year, I'll be back next year too — but I'm going to be back in October and September of this year because when I'm our nominee, we are going to win Iowa, and we are going to win this election for this country. And so Iowa thank you so much. We will never forget you, we will see you soon again. We still have work to do to win the nomination. And New Hampshire, we will see you in the morning.

Marco Rubio's response to Stephen Pearcy's ad in Manchester, New Hampshire

In Stephen Pearcy's most recent negative ad, we have heard one of the biggest lies we've ever heard in American politics. He claimed that I flip flopped on the Iran deal and that I supported it in 2012. That is simply not true. This is just another lie.

I have never supported the Iran deal and I never changed my position on that issue. I would never support any compromise with whoever shouts « Death to America ». What I said at that time is that we should ne open to negociations in order to get the necessary conditions to make sure that Iran will never become a military nuclear power. But dialogue has failed and we have to take action. We need to reinforce our partnerships with our Middle Eastern allies, including Iran's neighbors, in order to increase pressure on Tehran. We need to restore sanctions against Iran to make sure they will not get the necessary revenues from the lifting of these sanctions to develop nuclear weapons. That's how we're going to stop a war with Iran from being triggered. I have the experience to do that while Stephen Pearcy has not.

Pearcy knows nothing about peace through strength, a strategy that Ronald Reagan used in order to help us to win the Cold War. By encouraging peace through strength, there will be no war with Iran.

It seems like Mr. Pearcy hasn't listen to my plan to defeat terrorism.

Under my plan, we will use our military and our alliances to defeat ISIS.

Once again, Mr. Pearcy has proven to be unable to tell the truth to the American people, which, by the way, explains why I largely won among the voters who selected the "Tells it like it is" option as their Top candidate quality in Iowa. I don't want to fund and arm any group we know nothing about and could be related to terrorists. My plan is to put in place background checks on Syrian rebels before providing them weapons. It will allow us to learn more about their background and their connections. As long as we don't know who these rebels are and who they are fighting for, they will not get weapons. Terrorists will not get weapons.

Once again, Hillary Clinton has insulted the American people's intelligence by lying about her emails. It's not acceptable that Hillary Clinton violates the law and puts our national security in danger by using her family's private email server for official communications instead of an official State Department email accounts on federal servers. It's not acceptable that Hillary Clinton hides the truth from the American people by deleting over 30 000 of her emails to make sure the authorities can’t discover her crime and violations, thus getting away with it. This illegal move by Hillary Clinton is allowing America's foes to hijack her emails and to put lives in danger.

Voter 1 : Senator Rubio, I consider myself as an Independent voter and I'm hesitating between voting for you or one of the the Democratic candidates in the New Hampshire primary. I'm worried about the terrorist threat and the Iranian threat. So I'd like to ask you the following question : should Israel become a NATO member?

Rubio : I think so. Israelis one of our greatest allies, including when it comes to fight terrorism. But unfortunatley, Barack Obama has given up on Israel and built one of the worst deals America has ever made : the Iran nuclear deal that is giving Tehran the revenues to build nuclear weapons that would destroy Israel, our allies and America. Israeli NATO membership could significantly enhance the NATO’s overall combat and intelligence gathering process’ critically needed to fight international terrorism, extremism and weapons of mass destruction (WMD). Israel could play a pivotal role by cementing its strong intelligence-to-intelligence cooperation with Western spy organizations by officially joining the Alliance thanks, notably to the collaboration of Mossad. We all know the U.N. is not on Israel's side. But Israel's NATO membership, aside from directly benefiting from additional security guarantees stipulated by NATO’s Article Five, could also serve the state’s long-term diplomatic interests by strengthening its standing within the international arena.

Voter 2 : Senator Rubio, as a manufacturing worker, I want to know what is your plan to keep American manufacturing jobs here in the United States?

Rubio : By reducing our corporation tax rate from 40 % to 20%. One of the reasons why our manufacturing jobs are going away is because we have the highest corporate tax rate in the Western hemisphere while Singapore's corporate tax rate is at only 17 %, which gives them the upper hand. As President, I will also cut taxes for America's manufacturin businesses, which will make them competitive due to a friendlier environment for businesses. That's how we're going to keep American manufacturing jobs by making Americathe best place in the world to do business and by putting the government out of the way of American business owners, which will help them to innovate, to produce, to sell and to create jobs.

Vice-President Biden tried to justify Hillary Clinton's actions, including the use of a private email server. In other words, I think he meant « What difference at this point does it make whether Hillary obstructs the truth from the American people and diminished our national security by deleting over 30 000 emails that will be hijacked by America's enemies?»

Facts matter. Truth matters. Corruption can not be tolerated. Insecurity can not be tolerated. And all of this will end under my presidency.
