Rick Scott would win. He was a very popular governor and an incumbent senator now.

Actually, Rubio is more popular than Scott. So he would win the primary.

Rick Scott had a 68 percent approval rating where as Rubio has around a 44 percent approval rating.

Not to mention, Rubio lost the his home state of Florida in the primaries by double digits to a Northeastern Republican
