I don't know much about California politics, and thus don't know a whole lot about any of these candidates, but I would probably choose Bill Simon.  He's probably a has-been since he ran unsuccessfully in 2002, but he wouldn't be too bad.  I want someone who is socially moderate-conservative and fiscally moderate.
