I'm kind of partial to JC Watts (he used to be my Congressman).  So, I will choose Someone Else.  But, the real answer is anybody but Priebus.

Whomever will run the party completely into the ground and further into the clutches of the far-right. My vote thus goes to Michele Bachmann or Ted Cruz.

I was undecided about whether or not to specify in the question that this was not what I meant by who would do a better job.

Maybe I should have just asked, "Who would better help the GOP stop being such a hot mess?"

Well in that case, David Frum.

True, there's nothing hot about the mess that was the Bush administration.

Except the hot coals that America's Military were walking on in two wars.
