If Wisconsin is a "true tossup", why aren't Missouri and North Carolina? Stupid.

That's my point, too. Why people consider WI, OH or even CO and NV toss-ups but not MO, NC?

Both Missouri and North Carolina are toss-ups that, as of now, tilt to the right.  Wisconsin and Colorado are toss-up/tilt D.  Iowa and Ohio are toss-up/tilt R.  Nevada, IMO, is not a toss-up and is lean D.

Why is OH tilt R?

I think the economic state of Ohio puts it slightly tilt to the right.  I seriously considered putting both Ohio and Iowa pure toss-up without a lean either way.
