He's focusing on Guam and perhaps D.C. American Samoa votes after FL for R's. Northern Marianas will be Rubio's 2nd win on March 15 (1st being FL).
Is that wishful thinking or based on actual data?

Seems pretty smart of them. Now, at a contested convention they have a lot of leverage on the first ballot.
