Is this statute currently active or no? I'd rather just have this simple question answered, as there was considerable confusion the last time the South tried to pass a budget.

Yes, because there was never any legislation passed to repeal it.

Once again, nothing in the standing rules states that this takes priority over a vote that has already started. In fact, there's nothing allowing this in the standing rules in the first place.
