Actually, some companies which were asked to wiretap refused (Qwest, anyone?).  All of the companies which complied were fully aware of the legal consequences.

Either way, voting must conclude after 7 days.  That deadline having passed long ago, the legislation is passed and presented to the President.

Mmm... just realized I have a problem with Section 3.2d, although I suppose the existing ban on extraditing people who have a risk of facing death or torture is enough to satisfy my qualms.

Anyway, it's up to Senator Meeker whether he wants to override the line-item veto, or vote on accepting the new bill.
