Public schools.

Homeschooling should be legal in special circumstances (if the child is a mutant or is being picked on excessively) assuming the parents meet special qualifications.  Though I'd prefer they are educated by a full-time tutor than their own parents.  Of course, I'm aware that not every homeschooler is a crazy fundamentalist, but the question assumes a rather idealistic world where public schools would be relatively consistent in quality from district to district.
