Needs to make allocations for rape and incest.

I don't get the "moderate pro-life" obsession with allowing exceptions for incest.  Incest is a voluntary act, and if it's not, it falls under rape.  What's so special about it?  If two biologically related people of age consent to have sex with each other, why treat it as though it's as bad as rape?

In MOST cases incest is not a voluntary act and from what I can gather coercion.

True, it usually isn't voluntary, especially when it's an adult with a child.
