Pipelines being "safer" is up for debate. Just because you can't see the leaks and issues doesn't mean they're not happening, and oil corps have been caught trying to hide and cover up leaks. Transporting oil by rail keeps it visible and also makes people more aware of the dangers of oil, rather than keeping it out of sight and out of mind.
