Hillary has a hugely favorable reputation among Puerto Ricans who are not college-age students, essentially. Bernie has little to no chance at all due to her near-celebrity status.

So, there was a lady on CNN explaining why PR results are coming in slowly.

They have no money so the votes are counted manually one by one.

Yes, but it's more of a tradition than anything else. They're currently counting the primary votes for the Governorship, which is currently a bigger focal point so, once they're done with the local races, they'll likely go to the D primary.

This situation is just a little taste of the bigger bureaucratic and institutional problems in the island. Then they ask why so many people leave.

Why is Sanders outperforming Obama so much? Is it really just low turnout? Do some Puerto Ricans like populists? Or do some just like a good comeback story?

I'm pretty sure it was mostly the younger population and the more educated who paid attention to his policy proposals on the current fiscal situation.

They just don't know how horrible Puerto Rican bureaucracy is. This is standard for a mess there, although some of those claims need a lot of backing up rather than just anecdotal reference.
