This is precisely why Florida needs an independent redistricting panel. Amendments 5 & 6 didn't do enough.

I very much agree, and I do hope they do it by 2020. That being said, it is understandable why it wasn't done already. FL's strict single subject rule meant that the they couldn't include it in the existing amendments. In fact, they already needed two different amendments to handle legislative + Congressional districts. If you ask me, that is a bit too strict, but it is better than nothing.
