That can be deceiving in some instances. CA-21 is D+5, yet Valadao (R) has won in landslides in each of the past 3 elections. Sometimes districts have distinctly different preferences downballot, and/or an incumbent makes enough of a name for themselves that they can run somewhat independent of the top of the ticket.
