Not sure why, but it's worth mentioning that Democrats haven't ignored labor laws entirely. In 2010 they did attempt to pass long-awaited legislation to significantly help unions but were defeated as they lacked 1 vote (59 yes votes, not a single Republican vote).

They need to change the filibuster to get things like this passed. I don't really think it's an option anymore. If they leave it as-is, Republicans will continue to use it in their attempts to make every Democratic POTUS a do-nothing president.
