I oppose the entirety of this amendment because of situations that could hypothetically arise, this should be enforced by the voters, not by law.

I don't understand how some of you were making such a huge fuss about the Privateering Amendment restricting us in the future but you don't think that this could restrict gameplay enormously in certain emergencies and very low activity times.

You need a second...

Personally, I oppose tabling this. Doof, not sure if you realized, but this only barely changes the actual rules, but gives Congress the power to suspend the rules that do exist; I'd argue that's actually a loosening of the rule.
